Management

Limit to: Digital preservation policies | Risk management

Digital preservation management has been broadly defined 'as the managed activities necessary for ensuring the long-term retention and continued accessibility of digital materials' (Preservation Management of Digital Materials: A Handbook). Best practice in the management of digital resources will be achieved through the successful implementation of key processes, and leaders of digital preservation programs will need to develop expertise in a variety of management tasks.

In recent years, the 'risk management' approach to managing resources over the life-cycle has developed as an important model for guiding digital preservation administrators. Essentially a preventative model, risks to records are assessed at each stage of the cycle and responses planned accordingly (Risk Management of Digital Information: A File Format Investigation).

When administering digital preservation programs, some key skills include:

Technological awareness

Digital preservation is an area characterised by a high level of uncertainty, in which experimentation and discovery are employed in the search for preservation solutions. In order to effectively operate in such an environment, a high technological awareness is essential for the digital preservation manager. Managers need to keep pace with technological change, monitor trends in thinking about digital preservation issues, maintain an awareness of international standards, and be open to explore new methods of application. Appropriate knowledge bases can be developed through accessing of internet resources, subscription to discussion lists, networking, monitoring research and projects, and participation in state-of-the-art conferences. Management decisions need to be based on an informed viewpoint, including an awareness of the technological implications and the legal and political framework within which digital preservation initiatives may operate. Those managers with a well-developed understanding of problems and issues confronting digital preservation practitioners will be best placed to deliver innovative and appropriate solutions.

Decision-making

Choices need to be made at each step of a document's life-cycle and sound decision-making is an essential skill of the digital preservation manager. As Beagrie highlights, 'Digital preservation has many parallels with traditional preservation in matters of broad principle but differs markedly at the operational level and never more so than in the wide range of decision makers who play a crucial role at various stages in the life cycle of a digital resource' (Preservation Management of Digital Materials: A Handbook). Questions such as 'Which resources will be preserved?', 'In what order?', and 'By what method?' are central to the preservation process and the best answers will stem from informed and judicious reasoning (Risk Management of Digital Information: A File Format Investigation). And, since decisions made in the present will have ramifications for the survival of resources into the future, digital preservation managers should always be forward-looking in their approach to choices made.

Planning

Planning is another significant component in the effective management of digital preservation programs. In order to minimise threats to survival of materials, a planned, rather than haphazard, approach is required. Managers need to assess potential risks to the longevity of digital materials and set up appropriate intervention programs to overcome any hazards. Planning begins at the document's creation stage, and should incorporate the recognition and assessment of needs, setting of agendas, identification of critical paths, and establishment of infrastructures in order to put plans into effect. The huge number of digital resources potentially requiring preservation means that priority will have to be given to certain tasks, and that strategies for identifying resources requiring migration or long-term preservation be put in place. At the same time, as the nature of the future digital world is unclear, an openness of perspective is important in the implementation of any program, so that it remains adaptable and flexible enough to respond to an ever-changing environment.

Leadership

Effective digital preservation programs will benefit from inspired and purposeful leadership. Given the many stakeholders, and their changing roles in the creation and maintenance of digital records, strong and pro-active leadership will assist in building cross-sectorial alliances, fostering collaboration, and obtaining the consensus necessary for the implementation of new preservation initiatives. Negotiating a clear path through the ever-changing digital environment also calls for a focussed perspective, and it is important that managers are mindful of the short, medium and long-term results of preservation actions. Predicting future directions, foreseeing dead ends, and motivating others to join initiatives, will all aid the development of responsive preservation strategies. In addition, the fostering of commitment from collaborators and identification of opportunities for funding and sponsorship will be critical to a preservation program's success in the prevailing climate of limited budget and resource allocations.

Monitoring and accountability

The monitoring of programs is another task underpinning successful digital preservation management. Many projects are experimental in nature, and managers need to regularly examine work being undertaken, overcoming barriers to objectives and evaluating outcomes, as well as identifying achievements and areas for further work. In some cases, programs may require further refinement or adaptation to suit changing needs. The multiplicity of tasks involved in the care of digital materials means that managers need to ensure that all aspects of the preservation programs are being addressed, and that important processes such as the collection of metadata and safeguarding the authenticity of records are not overlooked. In view of the many stakeholders involved, managers must also be mindful of their accountability to the diversity of groups and parties with interests vested in the creation and preservation of digital materials. Digital preservation initiatives should be undertaken in a spirit of collaboration, and at all times should high ethical standards be maintained, including in the sharing of ideas and proper allocation of resources.

Resource and skills management

Although the costs involved with digital preservation are difficult to quantify, they are generally envisaged to be significant. In order to maximise the use of available funding and staff, the skilful allocation of resources will be another important task of the digital preservation manager. This includes human resource management. As well as addressing their own education requirements, managers need to recognise the training needs of their staff, and, where necessary, develop appropriate education programs. This is particularly important as roles and responsibilities change, and new skills are required by staff at all levels.

Historical Assessing the Durability of Formats in a Digital Preservation Environment : the INFORM Methodology

INFORM (INvestigation of FOrmats based on Risk Management) was developed at the OCLC (Online Compter Library Center) as a methodology to measure the durability of various digital formats. The methodology includes six classes of risk, including software, hardware, digital object formats, migration processes, digital archive and associated organisations. Specific risk factors are identified in each of these classes. The article also describes the methodology of the measuring process, and how formats may be compared or evaluated with respect to risks affecting their preservation.

Audiovisual Digital Preservation Status

NEDCC Survey and Colloquium Explore Digitization and Digital Preservation Policies and Practices

This is a report on a United States of America national survey conducted by the NEDCC (Northeast Document Conservation Center) to assess the digital preservation readiness of cultural heritage institutions. The survey was the first step in a project that ultimately aims to develop a digital preservation needs assessment methodology. Conclusions from the survey observe that most respondents are creating and collecting digital materials, yet less than a third have policies in place that specifically address digital materials.

This detailed report (129 p.) is based on work to create a small pilot project for a European doctoral e-theses demonstrator. The work was funded by the Surf Foundation, JISC and the National Library of Sweden. The theory of harvesting and interoperability of repositories is explored and tested using the deployment of a demonstrator involving repositories in five countries (Denmark, Denmark, Germany, the Netherlands, Sweden and the UK). Issues are discussed and recommendations are made into management and interoperability.

This contribution to Project Prism is a case study of 54 web sites of political and non-profit organisations in Southeast Asia. The sites were selected for their value as candidates for long term preservation. One year was spent identifying and studying risk management issues. The article discusses the problems encountered in monitoring the web sites, how the sites were monitored and the danger signs indicating content loss.

This article is a review of the CLIR sponsored Cornell University Library study of the same name. The study concentrated on migration as a digital preservation strategy. There were seen to be three different categories of risk related to the infrastructure, file format and conversion process. Different methods and tools were applied to assess risk included workbooks, reader software and test migrations. It was found that risk could be quantified and access to the original file format specifications was crucial to evaluating risks.

Importance of Internet archiving was brought to public attention after material archived by the Wayback Machine was accepted in the US court. Cultural institutions face legal as well as technical challenges when they attempt to archive the Internet and much of the content is therefore lost. Cornell University Library's Virtual Remote Control (VRC) initiative differs from most web archiving projects by its emphasis on monitoring websites over time, with capture being used only as a last resort. The process is envisaged to be fully automated in the future via a Toolbox software that is being developed, but at present considerable human input is necessary.

The Digital Imaging and Preservation Policy Research team (DIPPR) drew its members from the Department of Preservation and Conservation at the Cornell University Library and was involved in research, implementation, publication and training, with an emphasis on digital preservation and on mainstreaming the results of ongoing research projects into the Cornell University Library. Among the team's activities were research on technical aspects of digital imaging and preservation, digital preservation research through Project Prism, and publication of RLG DigiNews. The Department was disbanded in June 2002 and functions transferrred to the Research Department of IRIS.

Virtual Remote Control (VRC) was a research initiative to develop a risk management approach to providing access to Web resources over time, including setting up a model, framework as well as identifying tools that can help institutions deal with the web material. VRC model can include the capturing of web sites, but that is not its essential component, since organisations using it may wish only to monitor web sites due to possible legal technical and other limitations. Site includes evaluations of available web tools. VRC emerged from Cornell University's participation in Project Prism.

The course defines what a policy and procedure is, discusses the processes in developing a digital preservation policy, and identifies what a digital preservation policy should cover. Espida: Making it Happen by Getting Real

This report, by members of the IMLS Forum, offers a framework for the development of good digital collections, based on sets of principles for 4 entities: collections, objects, metadata and projects. Principles include a strong collection development policy base, interoperability, sustainability of both collections and the objects themselves, use of persistent identifiers, appropriate metadata and respect for intellectual property rights. A typology of object formats is also presented. The 2nd edition was published in 2004 and the 3rd ed. in Dec 2007.

Guidelines for the Preservation of Digital Heritage

These Guidelines form a part of a UNESCO campaign to improve access to digital heritage for all the world’s peoples, and to ensure that the means of preserving their digital heritage are in the hands of every community. The Guidelines have been prepared to offer realistic and useful guidance for those responsible for preserving digital heritage, including those having only very limited resources. The UNESCO Draft Charter on the Preservation of the Digital Heritage (Document 166 EX/18) presents a compelling case for digital preservation. The Guidelines are intended as a companion sourcebook to the Draft Charter. A clear link exists between the two documents, the Draft Charter presenting those advocacy and public policy issues that are outside the scope of technical and practical guidelines.

Espida: Making it Happen by Getting Real

The project web site describes the process, staff etc and has documents that can be downloaded including a handbook. Originally developed for digital preservation activities, the documents can be used to present business cases, evaluate proposals and compare change decisions using cost and value templates which articulate both financial and non-financial benefits or impacts.

The model features relationships, roles and responsibilities, costs, benefits and risks. The project completed in January 2007 and produced a model and handbook which provides a guide to developing a business case for digital preservation within an organisation.

This project of the Bodleian Library (2008-2011) which is supported by the Andrew W. Mellon Foundation, is aimed at transforming the Library's capacity to manage its digital archives and manuscripts. Through the project adjustments will be made to curatorial practices, policies, systems and workflows. A new service the Bodleian Electronic Archives and Manuscripts (BEAM) which will act as a trusted digital repository for digital archives will be developed, the backlog of born-digital material in existing collections will be addressed, and improvements made for access to the digital collections.

JISC Project Report: Digitisation Programme April 2009

This report published in April 2010 (65 p.) is a scaled down version of a study undertaken in 2009 by the Digital Preservation Coalition with University of London Computer Centre and Portico. The study undertook an extensive analysis for the JISC Digitisation Programme, examining 16 projects funded through that programme and assessing their plans for access beyond the existence of their project grants. It makes a number of recommendations for institutions and projects and for funding bodies in relation to preservation policies and practices. In addition to the report which is available for download the work is being used to develop a set of Case notes in digital preservation. The findings and recommendations are widely applicable.

Library of Congress Collaboration for Preservation of State Government Digital Information

This 4 year project was aimed at assisting the Library of Congress (LoC) working with U.S. states and territories to develop strategies for the preservation of significant government digital information through collaborative arrangements. The project partners include LoC & the Institute of Museum and Library Services in collaboration with the University at Albany's Center for Technology in Government. Participants also include State and Territory agencies with support from Federal agencies, professional Associations and organisations. Digital Curation and Preservation Policies in Scottish HEIs: Survey Results

This report (42 p.) details findings from a survey conducted for the ERIS (Enhancing Repository Infrastructure in Scotland ) project which is funded by JISC. The survey of Higher Education Institutions in Scotland aimed to gather information on the status of repositories and their preservation policies and was launched in November 2009. The survey showed that repositories are still relatively new and that digital preservation policies are not yet the highest priority with low levels of awareness of digital preservation issues amongst administrative and research staff.

NEDCC Survey and Colloquium Explore Digitization and Digital Preservation Policies and Practices

This is a report on a United States of America national survey conducted by the NEDCC (Northeast Document Conservation Center) to assess the digital preservation readiness of cultural heritage institutions. The survey was the first step in a project that ultimately aims to develop a digital preservation needs assessment methodology. Conclusions from the survey observe that most respondents are creating and collecting digital materials, yet less than a third have policies in place that specifically address digital materials.

Planets Long-term Management of Information Survey
